Mr. Wright again re-opens a subject which has already been submitted for the consideration of the Secretary of State, but in regard to which no very decisive decision seems to have been arrived at. The question really is whether the Examinations at the Victoria College should be conducted by the Head Master uncontrolled, or whether they should be subject to the annual examination and inspection now made by the Inspector of Schools?
3. Shortly before the departure of Dir G. William Des Vaux on leave, Mr. Wright forwarded a Memorial for submission to Your Lordship on the matter, in which he detailed his reasons for showing
